              COMPETENCES OF THE STATE ELECTION COMMISSION:
              \n<\/strong>
              \nThe State Election Commission ensures the legality of the preparation and administration of elections in accordance with the Electoral Code and oversees the work of the electoral management bodies.
              \nThe State Election Commission shall:<\/p>\n

                \n
              • request data from the competent authorities on employees in the state and public administration, municipal administrations, and the administration of the City of Skopje, and appoint the members of the Municipal Election Commissions and the Election Commission of the City of Skopje;<\/li>\n
              • issue instructions, clarifications, and recommendations for the implementation of the provisions of the Electoral Code and other laws regarding election-related matters;<\/li>\n
              • dismiss any member of an electoral management body in cases of unlawful conduct;<\/li>\n
              • supervise the legality of the work of the electoral management bodies and take measures whenever violations of the law are identified in the preparations, nomination procedure, conduct of elections, determination of election results, or implementation of its instructions and recommendations;<\/li>\n
              • verify and publish the candidate lists for the election of the President of the Republic and Members of Assembly, and determine their order by lot;<\/li>\n
              • determine by lot the order of the single list of candidates for members of municipal councils and mayors;<\/li>\n
              • adopt a program and establish standards for the mandatory training of all electoral management bodies and coordinate its implementation;<\/li>\n
              • provide mandatory training for the members of the Municipal Election Commissions and the Election Commission of the City of Skopje before every election, and issue certificates in the manner and within the deadlines prescribed by the program;<\/li>\n
              • prescribe the format of the certificates confirming attendance at training for members of the electoral management bodies;<\/li>\n
              • establish uniform standards for election materials, ensure their procurement, and prescribe the type of equipment used to mark and verify voters who have voted (UV lamps, spray, and graphite ink pad);<\/li>\n
              • prescribe forms for the conduct of elections and forms for collecting signatures from voters and Members of Assembly for nominating candidates, and publish them in the Official Gazette of the Republic of North Macedonia;<\/li>\n
              • determine the procedures for handling and storing election materials;<\/li>\n
              • determine the quality, format, size, colour, and serial numbers of ballot papers;<\/li>\n
              • organise the printing of ballot papers and candidate lists and procure the voter identification system;<\/li>\n
              • deliver, receive, and safeguard election materials to and from the Municipal Election Commissions and the Election Commission of the City of Skopje;<\/li>\n
              • safeguard election materials from presidential elections, parliamentary elections, and state-level referendums;<\/li>\n
              • inform and educate the public on voting procedures and the exercise of voting rights;<\/li>\n
              • adopt a Code of Conduct on the rules for observation of elections by domestic and international observers in accordance with international standards and provide them with identification documents;<\/li>\n
              • inspect polling stations on election day where voting irregularities have been reported;<\/li>\n
              • confirm, by decision, approved candidate lists or reject them if they have not been compiled in accordance with the Election Code;<\/li>\n
              • adopt rulebook establishing the criteria, manner and procedure for the appointment and dismissal of the president, deputy president, members, and deputy members of electoral management bodies;<\/li>\n
              • tabulate and determine the voting results for candidate lists at the electoral district level;<\/li>\n
              • publish the preliminary results of presidential, parliamentary, municipal council, and mayoral elections based on the protocols submitted by the electoral management bodies;<\/li>\n
              • publish the final election results;<\/li>\n
              • issue certificates to the elected President of the Republic and the elected Members of Assembly;<\/li>\n
              • adopt rulebook and instructions governing remuneration for members of electoral management bodies and the election administration, taking into account the number of voters, the type, complexity, scope, and duration of the work performed;<\/li>\n
              • submit a report on the conducted elections to the Assembly within 45 days from the publication of the final election results at municipal, City of Skopje, or electoral district level, together with a financial overview, and publish it on its website;<\/li>\n
              • allocate reimbursement of election campaign expenses to elected candidates upon receipt of their financial reports and publish the information on its website;<\/li>\n
              • adopt the act on the organisation and systematisation of the professional service of the State Election Commission, including the organisation and systematization of its legal department and forms auxiliary bodies;<\/li>\n
              • publish descriptions of polling stations in the daily press;<\/li>\n
              • maintain records relating to voting rights and ensure the protection of the personal data contained in the Voter List;<\/li>\n
              • verify the integrity of the Voter List database;<\/li>\n
              • sign the Voter List and the extracts from the Voter List used for voting no later than 15 days before election day;<\/li>\n
              • maintain contacts with international associations and organisations authorised to observe elections or state-level referendums concerning matters related to the Voter List;<\/li>\n
              • provide the media with information on the number of voters registered in the signed Voter List and its extracts;<\/li>\n
              • adopt Rules of Procedure governing the operation and decision-making of the members of the State Election Commission;<\/li>\n
              • decide on complaints on the basis of inspection of election materials and other evidence;<\/li>\n
              • in cooperation with the Ministry of Interior, adopt rulebook governing the conduct of the police during elections;<\/li>\n
              • adopt instructions on the resolution of complaints and appeals;<\/li>\n
              • monitor the commencement and completion of the election campaign and undertake the measures provided for in the Electoral Code;<\/li>\n
              • prescribe the application form for voting at diplomatic-consular missions and consular offices;<\/li>\n
              • establish electoral boards for voting at diplomatic-consular missions and consular offices, as well as electoral boards for voting by members of electoral boards serving in diplomatic-consular missions and consular offices;<\/li>\n
              • adopt instructions on organising the voting for members of electoral boards in diplomatic-consular missions and consular offices;<\/li>\n
              • deliver and receive election materials to and from electoral boards in diplomatic-consular missions and consular offices through the Ministry of Foreign Affairs;<\/li>\n
              • tabulate and determine the voting results for the list of candidates for the election of three Members of Parliament, one from each electoral district covering Europe and Africa, North and South America, and Australia and Asia;<\/li>\n
              • compile and submit statistical data for the needs of the State Statistical Office of the Republic of North Macedonia;<\/li>\n
              • publish the price lists of broadcasters and print media on its website;<\/li>\n
              • keep minutes of its sessions and publish the adopted minutes on its website within 48 hours of their adoption; and<\/li>\n
              • perform any other duties prescribed by the Electoral Code.<\/li>\n
              • The State Election Commission shall initiate disciplinary proceedings, institute misdemeanour proceedings, or file a criminal complaint with the competent authority whenever there are grounds for suspecting that the provisions of the Electoral Code have been violated.<\/li>\n
              • Within three days of the announcement of elections, the State Election Commission shall request from the state administrative authority responsible for maintaining records of state and public servants, as well as from the competent authorities, data on employees in the state administration, municipal administrations, the administration of the City of Skopje, and the public administration, organised by municipality according to the employees' place of residence.<\/li>\n<\/ul>\n
